From Foundation to Institutionalisation

EADP1

The Foundation

2024

In 2024, IGAD through its Regional Technical Working Group on AA (RTWGAA) held its first ever Eastern Africa Dialogue Platform on Anticipatory Action. EADP1 established a shared ambition to scale up AA across the region. The forum produced a 17-point agenda under the “Mombasa Declaration 2024”, setting a strategic pathway to minimise bottlenecks, reduce duplication, and enhance coherence in regional AA efforts. The EADP has since been formally endorsed by the RTWG as a regional platform for shared learnings, knowledge exchanges, and strengthening multi-partner collaborations.

Building Momentum

2026

The second Eastern Africa Dialogue Platform (EADP2), co-hosted by IGAD and the Kenya Government, will transition AA from pilots to institutionalized, system-wide practice embedded within national frameworks, regional mechanisms, and sustainable financing structures. The 13th Global Dialogue Platform on Anticipatory Humanitarian Action emphasized the need to institutionalize AA at scale, integrate it with early warning systems, and unlock innovative financing. EADP2 will contribute regional perspectives and commitments to these global discussions, ensuring Eastern Africa’s voice and priorities inform the evolving AA agenda.
